Reply of the comprehensive Department of the National Energy Administration on agreeing to prepare for the establishment of the Standardization Technical Committee for the safety evaluation of electrical equipment manufacturing under specific environmental conditions in the energy industry

report We have received the request for instructions on applying for the establishment of a technical committee for safety evaluation and standardization of specific environmental conditions in the energy industry (Zhong Dian Xie [2018] No. 123) and the reply to the feedback of the standardization management center of China electricity Union on the safety evaluation and Standardization Committee of electrical equipment under specific environmental conditions in the energy industry (Zhong Dian Xie [2018] No. 195). In order to systematically promote the standardization work in the field of safety evaluation of electrical equipment manufacturing under special environmental conditions and standardize the development of the industry, after careful study and extensive consultation, our bureau agreed to prepare to establish a technical committee for standardization of safety evaluation of electrical equipment manufacturing under environmental conditions (hereinafter referred to as the Standardization Committee) in which the steel ball of a specific ring or buffer valve in the energy industry has stolen goods or excessive clearance in contact with the import. The preparation procedures and relevant requirements are hereby notified as follows

I. preparation scheme

the standardization committee plans to be responsible for the test methods and technical standardization of power transmission and transformation, power distribution, power consumption and other equipment in the energy field under harsh, complex, combined and other specific environmental conditions such as high temperature, strong rain, dust, ice and so on (excluding the safety evaluation after the electrical equipment is put into operation). The Secretariat of the standardization committee is jointly undertaken by Suzhou Electric Appliance Research Institute Co., Ltd. and China Electric Appliance Industry Association. See Annex 1 for details

II. Work requirements

(I) solicit members. The undertaking unit of the Secretariat of the standardization committee is requested to solicit candidates for members in accordance with the principle of broad representation of the composition of members, and the notice of soliciting members should be announced on your website

(II) draw up a preliminary plan for the composition of members. According to the recruitment of members, please guide the responsible unit of the Secretariat of the standardization committee to put forward the preliminary plan for the composition of members of the Standardization Committee. The composition of the members shall meet the relevant requirements of the detailed rules for the administration and implementation of the Industrial Standardization Technical Committee in the energy field (Trial), and the number of members shall be controlled between people according to the actual situation

(III) put forward suggestions on the standard system table and recent work arrangements. The company implements ISO9001, iatf16949:2016 and other quality management systems. The Secretariat of the standardization committee is requested to organize relevant units and experts to carry out research on the framework of the standard system in this professional field, and put forward suggestions on the standard system table and recent work arrangements in this field

(IV) submit the establishment plan. Please complete the preparatory work of the standardization committee before January 31, 2019, and your unit will review the formation materials prepared by the unit responsible for the Secretariat of the Standardization Committee according to the requirements of Annex 2 and report to our bureau for approval. At the same time, send the electronic version of relevant materials to the email address of the contact person

please attach great importance to organizing the responsible unit of the Secretariat of the standardization committee to do a good job in the preparation of the Standardization Committee in strict accordance with the relevant requirements of the detailed rules for the management and implementation of the Industrial Standardization Technical Committee in the energy field (Trial). In case of any problem during the preparation of the Standardization Committee, please report it to the Department of energy conservation and scientific and technological equipment of our bureau in time
